But the from how you describe your problem,revs climbing when the car is coming to a stop,possibly indicates an air leak,or sticking throttle,or the throttle position sensor (tps).

I have since tried fitting a new brake switch with no luck. The icon for cruise control lights up with the ignition and then disappears when I turn the engine on

Powertrain Control Module. My local garage flagged up a PCM fault recently, its quite intermittent but apparently was a problem with the MK3 Mondeo some years ago. It might be a soldering issue he says, which happens over a period of time with hot/cold engine temperature.
